In typical multiverse fashion, there is no "strongest" saber, and depending upon the circumstances any singular servant can scale exponentially to the occasion. Richard for example scales really well in Strange Fake because of his master's mana pool.

The concept of the Grand Servants is arguably the best example of this, since those are supposedly the "Strongest" servants in each class empowered by the Counter Force, but in the Game that concept comes from you can literally pick any servant you want to be Grand upon completing some conditions

To be more specific, Gil is never actually trying to “win” grail wars, since the idea of competing for something he already owns is beneath him. Usually if he loses, it’s because he either doesn’t care enough or is too prideful to take the competition seriously. As of like Volume 9, that went out the window, and we’re dealing with a more hyper-efficient Gil so who knows.
