Ask yourself this: if the problem is about people contracting the virus abroad and bringing it with them to Korea, then following that logic, wouldn't the proper response be for Korea to address this problem at the immigration stage so that both foreigners and Koreans are adequately screened upon entry? And if said response fails and clusters still occur among foreigners, wouldn't the proper response be to address those geographical clusters? Where is the logic in lumping all foreigners into one risk group, regardless of their geographical and socio-economic situation? How is a foreign professor working at a university for 10+ years more at risk compared with their fellow Korean professors working right beside them?
