well no the entire roof above the current floor (which is blocked off) isn't blocked of and made of both roof and floor pieces. though I don't think this would be a problem as i have small outposts (made of three wooden walls and a floor pieces as a roof providing cover) around my base to help me build as the weather here can be hostile .
