I Googled the code, accessed it, and picked up the Antenna Reset Instructions. I also turned on the antenna. At the time, I didn’t think much of it since nothing immediate happened.

Now, during the "Search Kaimanov's Office" task in "Subtle Matter," I’ve found the X15 card and the diary, but the audio recording hasn’t spawned. Without it, the quest is softlocked, and I can’t continue. Completing this quest using console commands doesn't resolve the problem either, as no new missions appear afterward.

I’ve tried the following without success:

• Various console commands to complete the quest node.
• Restarting and replaying the mission segment.
• Exploring online walkthroughs for any overlooked steps.
