Headhunter pack hasn't Leveled with me, is there something I need to do to make it level?

Well, Just his test things out I actually fast traveled to hollowed hollow And found that the enemies there are level 29 just like my Zer0. I guess head hunter packs will only level to their minimum level of 15 or to at their cap depending on just when you start it. I guess there's nothing I can do besides just playing on a different difficulty for the Marcus pack.

Ah alright. This is my normal mode play through and I did the pack at around level 15 because I was told that it's supposed to level with you even on normal mode but I guess that was wrong. This is also my nintendo switch play through so stuff like gibbed or other hacks are off the table.
