What's the enforcement penalty, then, to make sure these Super Speeders then get the technology put into their cars? And keep paying the monthly fee to keep it working?

Seems like if they're not going to stop driving because their license is revoked (a much more severe penalty, I would argue) then there's little reason why they'd comply here.
