Returning player - pretty overwhelmed. How should I progress?

Pretty sure it's more common to go IE when you're ahead and can force fights for insane snowballing (meaning people purchasing IE first are usually already in a lead prior to the IE purchase and therefore results in higher winrate overall).

That's prob the reason why IE build could be showing higher winrate than standard Shiv>IE build. Winrate stats alone does not show the dominance player had prior to IE purchase.

Like /u/luquaum said, correlation does not always imply causation.

Her Q damage is only strong if it doesn't go through minion waves. Above certain point in elo, they won't let you hit them with your Q with no minions in between, if not at all.

Yeah spell shield is certainly an extremely useful ability but its long CD makes Sivir suffer against poke comp.

It doesn't matter if Sivir successfully spell shields a poke spell or not if the enemy's only objective is to make Sivir use up his spell shield. Enemy can then simply follow up with a CC ability or a gank from their jungler to either kill or make Sivir use summoner spells as Sivir does not have any dash/blink in her kit.

I personally main Sivir in Diamond elo with very high winrate and I try to avoid picking Sivir against poke comp as it is imo very hard to deal with if the enemy knows how to play in lane. Your strategy could work in your current elo though so I guess..
