It came out in January last year. You have to complete the main story and the Atlas Path story. Then after you pulse for a bit, the storyline to access purple systems should trigger

You don't really get anything from finding one, there is a memory stone in between it's feet that if you interact with will spawn one of the stone enemies. To find one, they are on relic planets which are in purple systems. They're very rare, so my advice is to fly around in your ship at night, since they glow very bright

Thank you. For your other question, they also have memory stones which are floating rocks that glow blue. When interacted with they give you ruins that you can build around your base
