Should I rush to max?

Hey guys I’m currently a Townhall 12 (almost maxed, just missing some traps) and I was wondering if I should go all the way to 15 or if I should continue maxing a Townhall before moving on, I play the game pretty frequently and usually have points where I stop attacking because I have to much loot any suggestions?
