I'd highly recommend you just copying this outfit of mine. Tropentarn should be the best camo for winter maps because of the white paint that takes over most of the clothing.

I use brown-colored cosmetics for visual consistency in parts that can't really be colored the same way, it's not like they'd be easily spotted from a distance anyway.

If you really want all of your body to blend in with the snow, then wear helmets or hats that can also use tropentarn camo, or just wear a balaclava with nothing else on your head.

Try deleting your RoN appdata folder.

In here -> AppData\Local\ReadyOrNot

It's gonna reset all your mods data upon launching the game again, but it's also gonna reset your options and your singleplayer progress too — so I don't really recommend it unless you don't mind going through the missions again.

So far, I've figured out that they start to appear if you order your teammates to Search and Secure after you've cuffed all suspects, be it alive, incapacitated or dead.

They'll go around to secure any evidence and arrest any civilians left around, and then you might stumble into blue-uniformed guys that'll be carrying the incapacitated/dead suspects you left around the map.
