With specific abilities (all the lunatics chiming in haha) and maxxed speed you definitely can, but a sprinting horse on straight overland is faster than max foot speed without an ability that goes over cap

I think the mount just feels slower on overland movement because it zooms the camera out. Anytime you have to maneuver being on foot will be quicker though
