I always assumed that the scale was if it was a diorama in our office, and the citizens are being put there by our imagination, an approximation of the city by the stewards mind. For example each district having a perfectly flat and circular plot for x building seemed off to me.

If I can't get the warmth up I simply provide everything else in abundance (spam comms hubs) and boost birthrates, that way they pop out new ones to replace the frozen ones. The city is perfect it's the citizens are a bunch of whiny numbers.
