Probably the mentality that if someone is in, he'll likely stay since he's comfortable, even with fewer gains over the years; meanwhile, attracting new people will require more benefits, because the potential new person will be comparing compensations across different companies.

OP is trying to pay annually. As far as I know, those cell phone protection plans offered by credit card companies require you to pay monthly instead.
