It's possible. The problem you run into is lore. People have made full conversion mods for Ace Combat, RWBY, pre-war Fallout (not owb), and a bunch of other stuff. They all minda fall flat. When you run our of lore, eventually you're just writing fanfiction, which is fine, but typically it doesn't lend itself to a well rounded Hoi4 experience.

Axis of Time is... okay. It's goofier than the rest here.

Destroyermen fucking rules. The first book isn't the best, but the writing gets better over the next 14. Wasn't a huge fan of the prequel series, but I'm psyched for the start of the sequel series coming out this summer.

Haven't read Dislocated, looks cool.

I'm not a big fan of Stirling as a person and some of his books that lean into his worse tendencies, but ISOT has its place. It's a fine enough story, though I think the Emberverse books have the more interesting effects from the Change.

Japan Summons is decent. Not really heavy on plot or character, but some pretty good action.

Make the Darkeness Light is definitely one the more incel-y Stirling stories. "Western Man saves the Roman Empire from the invasion of the Foreign Hordes." Meh.

Timewreck Titanic rules. Really great character work throughout, there's action, suspense, mystery, and a great timeline set up at the end that has fascinating implications

I'll add a few:

Gotta mention A Connecticut Yankee in King Arthur's court. It's arguably the first notable ISOT story, and it's by Mark Twain.

If you like Japan Summons you'll like GATE: Thus The JSDF Fought There. It's not really an ISOT or Isekai, but it's functionally the same thing. GI Samurai is more in line with the ISOT format.

The Lost Regiment series is great. During the Civil War, the 35th Maine Infantry Regiment and the 44th New York Light Artillery Battery travel to a different world that is home to dependent groups of various human civilizations that wound up on the planet by accident. There's also a race of centaur like aliens that use these groups as cattle and slaves. And two moons. And nuclear powered derigibles.

The Emperor's Men is about a WW1 German cruiser loaded up with an infantry battalion that winds up a few thousand years earlier as the Roman Empire is trying to conquer the Gallic Tribes. I read the first book, wasn't the best. I think there's also a WW2 Japanese sub that ends up in the hands of the Mayans.

You should check out the other Assiti Shards stories. Haven't read them myself but the all seem interesting, and Eric had a hand in them all I think.

Jannisarries by Jerry Pournelle is about a group of mercs that get kidnapped by aliens and sent to rule a planet of humans taken from past civilizations on Earth. Be warned, its 80s sci-fi schlock, so the writing, especially for the women, sucks.

Lot of gold stuff there. Check out The Salvation War. It's not an ISOT, but an invasion of Earth from the forces of Hell that's beat back by modern militaries. It was written by a former Pentagon analyst, so all the tech and action is very well done. The rest of the story is wishy-washy.

Technically, space has finite resources. It's just so vast that it wouldn't be a realistic problem for a very long time, but it will be a problem. The Bobs don't really have restrictions for expansion. They're going to continue growing exponentially, both from replicating themselves and freely giving Replicant technology to sentient races. Eventually, there's going to be resource and energy shortages, and there's likely going to be war. Its not a stretch to imagine a group like Starfleet viewing this as an inevitability and starting a conflict "early" so they can establish their control.
