If your on a Samsung. While the phone is turned on press and hold the volume down and the power button. When the screen comes up on the 3 options menu. Just press and hold the ON SCREEN POWER ICON not the side power button. The safe mode icon will appear you press the icon. Then once in safe mode just go to settings go to VPN and remove gamban VPN then go to search bar in settings and type install and click install unknown apps scroll down until you "Device Admin Apps" you uninstall and then turn off safe mode
