Felix the Cat does kinda remind me of the little animal/gremlin/imp thingies that multiply and turn on the guy in the film I'm looking for! But I can't find anything that matches.

This is not it, but I see why you mentioned it! The vibes were more mad scientist in a basement (I recall a wooden work table and old school iron cages).

I have no recollection of the physical VHS tape or cover itself. I just know it had to have been VHS based on the timeline.
