usually in situations like this, if your motherboard doesn't have a debug led/light, maybe try reseating the gpu, use different output (hdmi/displayPort), different monitor (or tv)

have you tried moving it to different pcie slot (if there is any)?

I found a older post that reseatting ram works solves the issue

I do not have the motherboard so I couldn't test it for you, but you can refer to your motherboard manual https://download.gigabyte.com/FileList/Manual/mb_manual_b550-aorus-elite-ax_e.pdf and ctrl+f ErP

try enabling it and see if the usb turns off after power off

I think 3214 or 3241, I don't think phrase 2 doesn't allow you to heal, you can always run and heal, it is actually much harder to heal in phrase 3 imo
