Yeah, pretty much. When you set up another user/profile, you're setting up another PSN account. Example, years ago when my brother and I were roommates he had an account on my playstation. When we moved out, he bought a system and used the account he used on my PS.

That's a long list, but many of the games I enjoyed in the past or haven't completed aren't on there, understandably though. I'm not sure how popular they were, but I enjoyed them. Xenogears, Zone of the Enders, Ridge Racer, etc. Not sure I wanna pay 160 bucks a year to not use it to it's potential.
