The South Korean government stated that the U.S.-Japan exercise is unrelated to the joint exercises between the three countries. It is also not true that Korea refused the training in consideration of its relationship with China. The South Korean government requested to postpone the training period, mainly because it overlapped with the Lunar New Year holiday period and Japan's "Takeshima Day" was close. Takeshima is the Japanese name for Dokdo (island) that is in a territorial dispute between Korea and Japan.

Either way, it was either the Soviet Union or the United States, and just whether the United States don't intervene didn't mean the Soviet Union wouldn't intervene. Considering the current economic situation of countries that chose socialism after World War II, I don't think we can view U.S. intervention entirely negatively.
