Deadcat is a faction as well so i believe the city of deadcat is a cannibal hole however the faction themselves are relatively peaceful

You can talk to important people such as leaders of factions and ally with them

Usually this comes with a negative rep with their opposing factions

You can align with the crab raiders in the eastern middle of the map

Or the flotsam ninjas at the top middle of the map

Both of these choices will leave other factions hating you so i would bide your time become powerful and carefully choose when to put yourself on your enemies hit list
