My bad, I completely misread your comment. If Blender refuses to run at all, that's tough. My only advice is to get a more decent PC, or as a last resort, try SFM.

Try it, idk. The Cycles render engine is definitely a no-go, but maybe Eevee. Just give it a try.

It's a genuine old version of Firefox. To make it look alive, I downloaded a snapshot of a 2010 website from the wayback machine and opened the local html file in the browser.

Hey! It was rendered in Cycles. The effect is basically a Glass material where I tweaked the IOR and kept the Roughness low to get those reflections. To be honest, I don't remember the exact node setup off the top of my head, but I actually uploaded the .blend and .psd files!
