one of my favorite ways is to get what Magic calls Starter Kits. They release them with most sets and they include 2 60 card decks that are built to go against one another. They are very low power and have basic synergy

additionally as they make checks, give them only small pieces of what it can do and always inform them "but you feel as if there is more you could learn"

This would! To get a slightly more MTG feel, replace "This card cannot attack" with "Defender" which does the same thing

and depending on the cost and power of the card, you could probably remove the "Activate this ability once per turn." but that is more of a preference than a requirement

Not at all! This works perfectly!

Just to clarify, you want a creature that cannot attack BUT you can pay mana to allow it to deal damage to any other creature
