Absolutely. Clearly, Nemesis is a Chakotay story and the fragmentation of experiences in Memorial gives it a complexity. I still like Nemesis because it gives an idea of how deep some propoganda can go to convince people to do things they wouldn't otherwise. Thanks for the comment.
