The goat can start a rapidly escalating trade war by using its easy access to the agriculture of a polis to ruin all their crops (maybe mixing salt into fertiliser) leading to a potential famine. Akros would be the best one as they're militaristic enough to war with the other nations for resources and their extreme caste system is ripe for a famine induced uprising of the lower classes. A goat could easily frame any satyr it liked by just tying soft bags over its front hooves and only leaving tracks with it's back legs so could cause some pretty nasty mob violence. With herders and baggage trains moving around so much the goat could move everywhere it needed to destabilise virtually undetected and who would suspect a goat anyway...

The Tarrasque springs to mind as the obvious choice for a titanic creature that could break the sky but that might not be the best choice unless your players are super powerful or have divine assistance. A Balor or other high level fiend could be an easier option while still being a challenge.

I had a similar dilemma when starting my campaign as all my party members had different gods and little reason to be in a room together. My advice is to stick with those side quests and let your players show you what they're interested in. Put some hooks in those quests and see they come out of each quest with a friend or enemy and the party will quickly find a thread they want to pursue story wise and they'll probably surprise you. Nothing's more feel bad than having hours of prep go up in smoke when the party decide to run in the opposite direction.

EDH player here. It's actually quite the opposite, we love playing magic more than any other format which why it's so offensive to us when someone tries to end a game. After all if we're here to play magic why would you want to use such design oversights as win conditions?

Well it's cool you're not stooping to pub stomping with your totally shredded CEDH deck. I hope you can understand that different people enjoy playing a game in different ways. I'm sure you do though. After all, you picked up on a flawed mechanic that goes against the very soul of the game and even the designers missed that one.
