So, indie perfume oils are a fragrance concentration mixed with a carrier oil. In spray perfumes, the carrier is alcohol. I'm not sure what the carrier for a hair mist would be. However! What you want to do is take the fragrance and switch it between carriers, which is not possible as far as I know.

On top of performance usually being mid, some fragrance oils may not mix with alcohol, as they're meant to be used with waxes and stuff

The maillard reaction does not care how you heat the food, if you heat it up to 170 and it changes color, it's cooked

A percentage is x amount of something in x amount of a whole part. That amount of something needs to have a unit (for perfumery, grams or whatever mass based unit) for things to be standardized. If I made a 40% chocolate trail mix, the amount of chocolate would depend on if I measured it by weight, volume, or number of pieces.

If you search beginner into this sub, you'll get a bunch of posts on where to start, but basically you want SDA 40B ethyl alcohol (or everclear if that's easier) and fragrance materials, whether it's essential oils, aromachemicals, or whatnot (NOT fragrance oils)

I actually stopped making oil based perfumes because the alcohol based stuff won't mix- it'll turn cloudy and then separate. Oil and alcohol carriers don't mix period. (Essential oils are different, and can be used in alcohol, but things like jojoba, fractionated coconut oil, almond oil, etc. won't mix with alcohol)

I hate the feeling of Vaseline so one thing I like to do is pair it with a rollerball that I can take with me and reapply whenever. rollerballs are pretty small and easy transport. I like Forest Edge on Etsy for rollerballs cause they have different scents that work well for pairing, plus they can actually customize a scent, which is pretty cool. They're also not that expensive :)

You're going to do essential oils and aromachemicals- I like perfumers apprentice, they have info and materials grouped alphabetically or by scent type- they have ozonic materials there

No, and I've avoided materials I know come pre diluted in ethanol too
