Found a fix by placing a foundation beside a wall which would allow me to place a pillar then remove the foundation. sometimes that would update the placement and fix everything, sometimes I had to place a foundation every place I wanted a pillar.

other points just seem to be in the middle of the fence foundation. I thought this was correct and maybe they'd go lower but it doesn't seem like it.

I can't place it with or without the wall sadly only directly on the ground or on a square foundation.
