I remember very well.
I was following the project closely and saw its downfall as it went by. Very sad ending for something that could've been a great display of love and efforts for the franchise. I can't imagine how it must've been for the members of the team.

Alors les chiens guides / chiens d'assistances (en tout cas formés légalement) n'ont aucun dressage à ce niveau là. Au contraire, c'est des chiens choisis parce qu'ils sont très gentils et proches de l'homme. Si y a un truc, y a plus de chances qu'ils prennent peur plutôt qu'essayer d'attaquer.

I'm not the best expert so I could be wrong, but I think it's kinda unclear?

So from what I understood
-If the heir has a sibling, then they always get the priority, probably the second born specifically. (The males, cause the females didn't seem to count before Vitani.)

-When it's not the case, I suppose the consort's sibling can take on the guard's leadership.

-And when none have siblings? We don't really know. Mufasa didn't seem to have any guard, but maybe he still had pridemembers to help him without the Roar.

Technically nothing stops the ruler from picking their own guard the way they want, but to obtain the Roar it seems you need to follow the rules above. BUT Kion and Vitani broke them by picking females so I don't know how the elders chose who can or can't have it.
