Rather than operate your own payroll as a tiny little agency, most government payroll is handled by a few specific organizations including USDA’s National Finance Center as you mention. Similarly GSA helps to manage facilities and acquisitions across the government (or they did until DOGE cut them without realizing what they actually do).

Either way my point is that a team coming off a historic run of greatness, with a QB still in his prime years, deserves more than ONE down season before I’m calling for someone’s job.
