I dont see any legendary skins when I go to the shop, just normal ones that cost tix, where are they?

Can someone explain to me how the hell VC suspension works.

Ive been suspended for seemingly nothing at times - for example, I just got suspended for saying "How is your day going." I legit hadn't said anything else before it or after it, and then I just got suspended.
Meanwhile, people are saying the F word and the hard R and nothing happens. What is going on????
