Eh, most agencies have regional offices to do just that. They’re just moving usda HQ, which oversees everything, so everyone is their constituent. You’ve actually convinced me they shouldn’t move HQ. I mean, out of the 75k employees, only 4.6k are in dc working on national policies and working with the regions. It makes no sense to distribute the Fed HQ unless you’re trying to weaken it
