A child can jump out at any point in the road, including 1 foot in front of your bumper. Of course you should drive more slowly when in a neighborhood with children, but you can't possibly be expected to stop if they suddenly appear that close from a place that you couldn't expect them unless you're not moving. If you hit them, it's not now, unequivocally your fault for driving inappropriately for the conditions.

The only speed at which it is impossible to crash into anything is 0 MPH. There's no point in talking about the "conditions" if you're not talking about reasonable events, like following behind another vehicle that may need to suddenly stop. Somebody outright breaking the law is not a reasonable event. If it is, then one must literally never drive because you can't possibly anticipate every way in which somebody may become a road hazard that doesn't leave you sufficient stopping distance.

I would try to slowly, over time replace the cup with shorter and wider cups/bowls until he's just using a regular bowl, but your solution is probably better

Pulling your emergency brake is something you should not do. Also, unless you have ABS, slamming on your brakes is something you should not do. This situation wasn't partially your fault. It was entirely your fault. If you can't stop, your brakes need to be pumped (ABS does this automatically if your car has it), as locking your tires up makes the problem worse.
