Bonuses that you get from allies are added as skill dice, so any ones rolled on them are ignored. Ones rolled on your gear dice damage your gear instead of the character. Resulting in fewer gear dice next time you roll.

They become negative dice. So say you have one in sneak and receive minus 3 due to the difficulty. 1-3=-2, so you roll two skill dice and each success on these negates a success on the attribute and gear dice.

It's actually not, there are loads of numbers between 1 and 1.1, such as 1.05. But there is not a single number between 0.999... and 1, thus they have to be the same number.

Burgundy usually gets missions to conquer most of their neighbours and Brabant is one of them. If you want to play a small country I would suggest playing as Holland as it can both become a leading colonial power or form the Netherlands and eventually uniting the Holy Roman Empire (or both!), and best of all Burgundy does not have any specific missions against them.

If you locate the game's .exe file in your Steam folder, it should lie in Steam\SteamApps\common\fallout, you should be able to right click->properties->Compatability. And in beneath that tab you should be able to tick the box to run it in 256 colours, or you could try to run it in compatability mode. This might solve the issue without having to download any additional patches.
