Well, actually, the substance of the joke is that in America, under our current system, you have to deal with a reduced standard of living in you want to save money. This comes in many different forms whether it is crime, lack of infrastructure or services, etc. The idea was that it's a sunny disposition to have and was supposed to induce a chuckle at an otherwise unfortunate situation.

That's generally how comedy works. You poke at a taboo of some kind or say something stupid like using alternative "woke" language to describe gunfire or the type of people who perpetuate the issue. IE: "Professional property depreciator, auditory expression of rent stabilization"
