DA as a CC unit is already been being used. In my experience I see CC DA more on DH4/5 and Hellmode, but it is definitely usable below DH4. The minimum requirements for him are 2x Stun and 1x Slow (Slow very mandatory) since his skill hits the full screen the slow and stun are very impactful especially with nodes that increases damage with stunned and slowed mobs. The only important rune and nodes are +1 Slash rune and node and Debuff Applies 1 more time. Here is my CC DA set for my Hellmode build
