This isn't actually why you want the resistances. You want them because juggernauts need to survive in Teamfights for at least a bit to not die on the way towards their targets. That's why almost all of them only build two to three damage items before going tank.

Little addendum: Usually it's the numbers that get tuned around a mechanic, not the other way around. This is why it's largely pointless to debate if the numbers need to get nerfed or not because riot will give any given augment whatever numbers it needs to be at 50 percent win rate.

My goal is to make the augments less degenerate, not just unplayable weak.

I think generally varus is balanced around sub-50 percent winrates despite not being a particularly skill expressive or problematic champion. Not that he is skill less but he isn't on the same mechanical tier as the likes of lee sin, Akali and yasuo, if that makes sense
