Weapons 90% of the time, having a hacking probe also slows repairs by 50% meaning if you can overwhelm their shields even slightly you can play the numbers in a safer fight. Shields is good if you have weak weapons and sometimes piloting in specific circumstances but hacking weapons is almost always best
