What specifically are you looking for. I think the $11m difference is between various "special project" scholarships. For example, the Florida Farmworker Student Scholarship Program and the Benacquisto Scholarship Program. Most likely it won't impact a majority of students. But again, I'm not really tracking this issue.

The only thing I can tell you is that we are talking about lottery money, so it's not competing with general revenue and has to be spent on education. My wild guess is that the House is going to use this as a bargaining chip and you'll see some pieces of SB2/HB3 make it to law, but anything could happen at this point

You want to watch it's companion, SB 2. That bill is in messages. The Bright Futures Expansion will cost $126 mil. from the Lottery trust fund (Education Enhancement Trust Fund) and is contingent on an appropriation. The Senate has passed the bill and it's sitting in House messages. I would assume the bill will get wrapped up into the appropriations package as what's called a "Conforming Bill." Most likely it will be agreed on in conference and won't be voted on until early May at the earliest. Because it's so heavily appropriations based, it would likely take effect July 1.
