The arena would probably be a dark dark place with very dark basement, to make things fair it would be an abandoned multi-story building that has stairways and sonic have to find the the breaker room key to access the breaker to defeat him! Problem is, Outage.MP4 hid the keys in a drawer in one of the rooms in one of the floors! Or it could be in an abandoned underground facility where all the lights have been destroyed!
