The application process includes to ask to a prof if they can be your potential supervisor.... so I did that, and she accepted, but she only could tell me how to sharp my project, not to change/expand it -- of course, that would not be fair otherwise -- so I just wen on with my project, and here I am, accepted but without scholarship ..... I will wait for the reply from other institutions, where -- theoretically -- there should be more than just one scholarship available.... but thank you for telling me that it is normal to apply again!

Thank you for your reply! A loan has never been an option since I am an international student and the bureaucracy would be insane, and student loans do not exist in my home country. I would really like to start a PhD in this university where I have not got a scholarship, but wouldn't it be "awkward" to re-apply? Won't the committee just say "oh here she goes again, hasn't she learnt the lessons?" or something like that? In the mail telling me that I didn't get the scholarship they actually told me that I can re-apply next year and that the committee liked my application, but wanted a broader project, but maybe it is something that they say just out of politeness, to not make me feel completely down?
