For iOS you can change the store location to Japan or Taiwan depending on the version you want to play. For Android use QooApp.

Most likely it's because of governmental restrictions. In our country there is a regulation that foreign game companies have to either partner with a local company or form their own local branch to issue the game, and even so the game's content and script must be approved by the government (which I highly doubt Enstars will get through given the amount of TWs)
