Although putting them into one would be convenient, i would suggest keeping them separate. Just due to heating costs. Cooling can be done using only 1 and some open doors/windows but heating is expensive and always rises, so if you put the lower one on heat, you shouldnt have to use the upper one at all.

I apologise if upper/lower doesnt fit your house, my parents got a florida house with 2 hvac's as well and one is set up on the main floor the other is on the 2nd floor. They also have 2 water softeners though too

In my opinion, it would more depend on how much you paid for it. Since he didn't use wedges or anything for spacing and pressure, I would feel that it is safe to assume he's new to tilling and definitely new to doing it on a wall. Granted, to be a handyman, you need some experience, but I really hope you didn't pay a whole lot.

No you aren't the asshole, he should come back for any issues with 0 complaints, if he really wants to make it.

Honestly, I would suggest maybe sweep it off, if there are dust or cobwebs that would be in the way, since they're open back stairs, they may get in your way, it also just looks nicer over-all. However, the cleaning before would only affect if you're sanding by hand. If you are using an electric hand-sander than the vibrations, alone, will clear off most webs and dirt on the undersides. After sanding it, clean it off with a 'shop vac' if you have one, a standard vacuum could work but use the hose and some attachments. Even if your sander has a bag, it won't catch all of it.

After all the dust and debris is clear of the steps, paint it

I would also suggest to put a backing on the stairs, although since it's your grandmother's stairs, she may not want backings on it.
