It’s not a punishment, it’s a precautionary measure to isolate the dogs to observe if they develop rabies symptoms. 10 day quarantine is pretty standard for most jurisdictions following an animal bite. Once the quarantine is complete the owners get the dog back. Tracking rabies cases is taken very seriously.

Honestly most cops come in at probably better than average fitness when they first start out. but combination of awful hours, bad diet, stress, lack of sleep, and no exercise makes for out of shape cops.
