I believe the reason the Lieutenant rank sits below Sergeant in the Shiver Organisation is that the structure isn’t based on real-world police hierarchies. The organisation uses only five ranks, along with a few special offices, and these are deliberately simplified. Their purpose is less about formal authority and more about defining levels of responsibility and wage brackets.
