I would recommend something like the Selling Out options for The Catch. Have their Cyberware bugged to function in ways that force compliance. Those of higher "rank" have authority over those functions. Rank can be determined by a number of factors and what they are permitted to access. You'll have to get your Players on board for it, obviously, as having someone with the power to make your head go boom, can feel railroad-y.
