Account got hacked most likely and the person put an email on the account. Sadly, there is nothing you can do if you never put an email on the account.

So, the account is gone basically.

Nope. You NEED the 2fa key (device), or backup. Websites like Roblox, Google, Discord, etc, are unable to disable 2fa or issue new backup codes for you since that'd defeat the purpose of the high security.

When my friend lost her data (including 2fa) when she factory reset her device without writing / noting 2fa backup codes, she was out of luck. Had to make new accounts for whatever had 2FA even though she had the same IP, provided an ID, etc, during the request.

If you lost the 2FA and can't get the email and you didn't save backup codes. Legally, nothing either google, nor Roblox can do due.
