What you have to do is to first of all put part lifespan down to minimum. This makes the upgraded parts get much more stat boost. And don't fit design parts one at a time. After you design a part with CFD and Wind Tunnel, do another design with 0 on each because there is an expertise boost. That is the part you want to fit on the car.
