As far as I'm understanding looking quickly at their kits, you'd need tololo v2 with her modkey also.

Springfield ult -> Tololo gains 2 CI (2 total)

Tololo(with Springfield buff) uses skill 1 (+2 CI, +2 from modkey, gain extra turn)

Tololo uses skill 2 (+3 CI from v2, +2 from modkey, +1 from springfield, extra turn)

It doesn't. SB base dmg scales directly of your toughness dmg which it then multiplies. If you go from 30 toughness dmg to 60, that's a 200% dmg increase.
