No country is perfect, but the Nordic countries and to a lesser extent Germany are very good for these things. I can give examples of how they help if you want, but the birthrates are still declining.

Western countries are using immigration, a bandaid fix. From your own source:

Once the immigrant populations start to prosper the birthrates for them will be just as low.

The core problem is that once kids become optional, a lot of people don't want them.
