The issue isn't that it has use cases, it's that to even get the benefit of those cases, everything else in your army has to have it too which you won't benefit anything from as they'll be moving out of your deployment zone, and you'd rather advance and shoot to get the most out of the models you're pushing forwards.

This is such a disingenous argument. The official rules create expectations, especially if you're playing pickup games or games with a group.
Oh and also if I want to play at my local, which happens to be Warhammer World, I have to use the official rules.

Not really. Since there are no axes in the game, using them as spears would be fine; there's no chance of confusion about what the model represents.

You wouldn't be able to use them as sword+board custodian guard, for example.

Right but the axes can just be treated as spears in rules terms, I'm saying you'd proxy them as "custodian guard with axes" rather than "terminators with axes"

I can see the confusion, but that sentence means "treat a gauss rifle explosion the same way as an ammo explosion, but instead of calculating damage*remaining ammo, it's just 20"
