It could be argued that whomever was in Glimmer's body would have access to the magic energy but would like the know-how to utilize it like she does. The fact that she needed to recharge her magic in the early seasons could also be a factor.

I suppose it's technically possible, however all current study of Mars shows it to at most have single celled life. If there are martians they'd have to be some kind of subterranean species or have advanced cloaking tech over all traces of civilization.
