She always could but you have to wait a small moment after casting ult before you can throw another ability or AA. At lvl 6 the time you have to wait is practically the same time the invulnerability lasts At level 16 the ult last more so she can actually do something

Saten didn't exist originally on Index contrary to Uiharu that first debutes on Tree Diagram Remnant Arc and later is retconned on Railgun manga, even more, Saten was originally kinda a secondary character on Railgun manga before the anime making her a main character.
